PETERSON AIR FORCE BASE, Colo. (AP) — The Defense Department is grooming a new type of commander to coordinate the military response to domestic disasters, hoping to save lives by avoiding some of the chaos that plagued the Hurricane Katrina rescue effort.

The officers, called dual-status commanders, would be able to lead both active-duty and National Guard troops — a power that requires special training and authority because of legal restrictions on the use of the armed forces on U.S. soil.

No one commander had that authority in the aftermath of Katrina, and military and civilian experts say the lack of coordination contributed to the nightmarish delays, duplications and gaps in the huge rescue effort.

A Governor should be the final authority. If the states were allowed to keep more of their resources it would not be an issue, if it became one then neighboring states would have a vested interest in helping if called upon. It was the way things were supposed to be.....

If we had a pro-American congress, then all the Obama crap would not be happening.

It appears swearing the newly elected congress on a bible, with them promising to support the U.S. Constitution ....means nothing to most of them. Needless to say, these scum need to be removed.

You're blaming it on the repub congress that has been there only 6 months while the devilcrats in the senate and Obommunist block everything the new congress is trying to do? The problem is the communist devilcrats control of the senate and the white house blocking everything that would be good for the country, not the repub congress for putting up the proposals that the devilcrat party of NO is blocking...
