Default Are Vulcan recievers still on the junk list

I am looking into a Yugo M70 built by Velocity Firearms. I am still waiting for an answer as to if they are built on Vulcan recievers.

Any clarification and/or update would be greatly appreciated.

Not junk, just needing some fitting. Is it a NDS plug and play? no. Is it just as decent in the hands of a good builder? yes....With an *

*It will need fitting..some more than others.

I did hear about fitment. The other main issue was heat treating not being very good. What about that point.

The ones I've used seemed as hard as a NDS(41-43Rc) I don't have a RC tester, so it's an estimate.
