What parts are rusted? I had a receiver cover rust on a WASR 10 a few years ago and I painted it with semi gloss Rustoleum. No problem for me with paint on an AK my Maadi is covered with it and it seems pretty durable. I have been wanting to try some Duracoat on some other firearms have heard it can't be beat. Cold blueing doesn't always work too great. The only gun I ever had success with was the slide on a CZ52. I polished it with a 220 grit pad and heated it in the oven at 200 degrees for about 20 minutes, applied Birchwood Casey gun blue and lightly polished it with fine steel wool. Heated, blued, polished 3 times and it turned out great.

Are you actually seeing bare metal or do you just think the finish is coming off?
It sounds dumb but cosmoline looks an awful lot like rust. It can seep out after firing, you may not notice it at first...it rubs right out with oil and some mild elbow grease. Oils works better than solvent for getting it off IMO. After dealing with this many times, I got a preban hungarian. The stuff wouldn't come off and I was completely convinced it was rust. One day I pulled it out and let some oil soak in, rubbed it out good. Damn finish looks like new and I thought it was rusted for several years.
