will i get in trouble if i ship an ak parts kit including a high cap mag to someone in california? i know that companies won't ship them there but i am not 100% sure if i can.

If you include the high cap mag, it must be disassembled.
For CYA-insurance (cover your ass) make sure the buyer agrees only to use your mag as a repair kit for the mags he owned before 01.01.01. Since it's simply a parts kit, it's ok to ship as-is (except for the mag), but for a complete rifle, send it sans pistol grip and any features. Or send it installed with a magazine button-release inhibitor (AKA "bullet button"). Thanks for being willing to ship to CA! Jason |
