Default VEPRs based off of Saigas?

Is the VEPR just an americanized, non-sporting version of the Saiga? Does Robinson import the Saiga and then remake it?

The Saiga is made by Izhmash and is an AK receiver. VEPR is made by MOLOT and is an RPK receiver.

The Saiga is based on the AK-100 series of rifles which are a improved version of the AK-74M. The VEPR is based on the RPK. Both were designed as hunting rifles from the start by two seperate Russian firearm mfgs.
