It means they have steel in the core and some ranges do not allow steel core ammo as it tears up their backstops. They typically will inspect your ammo by taking a magnet to it and if it sticks, you don't get to shoot it there.

And as others have said, it’s not steel core. Just check the rules for your local range range to make sure they allow bi-metal jacketed ammo. Both indoor ranges I shoot at allow it, and it says so on their websites:
Range #1: “Use only the correct ammunition designated for your firearm. Armor-piercing/steel core and tracer ammunition is specifically prohibited. ESS staff understands the difference between steel jacketed and steel core. As a user of our facility, you are expected to have the same understanding.” Range #2: “Tracer, armor piercing, steel core, or any types of incendiary ammunition are prohibited.” |

It's a mixed bag. Some of the varieties just plain suck (weak FPS, inconsistent accuracy, spotty QC, etc.), but the 124-grain lacquered & sealed stuff advertised here has been great for me. Vympel made and same as Golden Tiger.

Based on bullet weight (124 grain), the Red Army Standard on Freedom should be the lacquered and sealed boat tail ammo, made by Vympel. Same ammo as Golden Tiger.
