Default Psl scope rail mount?

Been working on this build again after getting it out to measure the tg for m70yugo and its real close to being ready to install the barrel assembly but I need to attach the scope rail and im not sure about what to line it up with. .. should it be parallel with the top or bottom of the reciever , im thinking top? Gotta weld it on dont like it but its been done alot. I have the og center support living in this one and its right on. it was spot welded and riveted originaly and with what I have going its getting migged.any input would be great im trying to finish this part tonight. Thanks again guys.

Whats the measurement from top rail to scope mount . All have is the center support to go from for reference now . I was gonna eyeball the center of the center support and its corresponding hole on the mount then make it parallel and equal on both ends of the mount.

I get an average of .175" from the top of the receiver to the top of the rail closest to the receiver.

Be sure the rail dovetail is in spec and dry fit it to a mount before you install it. Some were out of spec and too wide and required milling with a 60 degree dovetail cutter.
If you know it is in spec then disregard.
