Default ITAR Items

I'm buying something from Optics Planet and they say MOE Hanguards and K2 grip for AR are ITAR items? Why would that be? I'm sending in the form, but it sounds silly.

Brownells or Midway doesn't require ITAR forms for hand-guards and grips or at least they didn't 2 years ago .

Where does it say anything about sending in a form? All I see is:

DOJ is now interpreting things like plate carriers (just the carriers, no plates) as military hardware.

Basically don't export anything unless you want to feel the wrath of the DOJ

They sent me the form, I filled it out and sent it back and got my handguard and grip.
Did not know why it was needed, its just a plastic handguard. I've ordered complete rifle kits and form was not needed (not from them)
