I have a complete kit that I will not be building up. To go with it, I also have an unbent flat, and complete FCG.
If I sell, can I legally ship them all to the same person in the same box? Or will I run into issues?

Yeah it shouldn't be a problem - a flat is not considered to be a firearm/receiver IIRC and the parts are just parts, of course.

Concerning AK's, until that flat has been bent it's just a sheet of metal.

I live In New York and have had kits shipped with flats before. The Flats are just as it is, a flat piece of metal.

What is it about this fact that leaves some people so confused?
Where there is an issue, is if a licensed manufacturer sells a finished receiver and a parts kit to the same person, ATF arbitrarily (as in, not supported by law) that this is the same as selling a newly manufactured firearm and is therefore subject to federal excise tax.
A new receiver by itself is not taxable - while it is a "firearm" under federal law for defining a weapon, it is not a "firearm" for tax purposes. A parts kit by itself is not taxable either. Together, they are.
Irrelevant to your situation, but possibly the root of some of the misinformation.

whats the postage on a flat sent alone/seperate..maybe $6-$7. priroty mail..seems a small price to pay for peace of mind eitherway 'eh.

There is no grey in this instance. Parts are chunks of metal, flats are chunks of metal. Neither one concerns the ATF or anyone else.

I wanna say NJ. I just remember someone(Don't know which forum/I'm a member on a bunch) but bought a ak kit off gunbroker that came with a receiver flat, etc.. And couldn't have the receiver flat sent to him?

The only issue I can even think of in this situation is Washington state (there may be more?) outlaws the possession of "machine gun parts". The autosear at least has to be removed before shipping there.

There are national companies you can buy a machine gun kit from that are so big they come on steel wheels!

Also, manufactures knowing the law is not true most of the times. I bought a receiver a while back, and had to send it back because I was under 21. I didn't know the law changed, nor did the company(Even though it changed 5 months ago) I bought it from(which is a reputable company)

The barrel ban is for importation into the US from a foreign country. It has NOTHING to do with state law. I don't know where you were since the barrel ban. But no one has stopped selling or shipping their kits that include barrels. And there are hundreds of thousands of them in the US.
But that isn't the point. The point is stop scaring people into thinking no one can ship a flat with a kit. Just because some municipality (that no one can find) has a (rumored) problem with it.
Know the law in your area. And unless you know it - don't advise anyone. For or against doing anything. All it does it get more people in trouble by spreading erroneous misinformation.

Thanks moak for stating that fact about the barrels, he is absolutely correct, barrels have nothing to do with what state they are going too, it has to do with importation and our wonderful old president Clinton who passed that law and then the ATF for slowly getting around to enforcing it, as for the guy who bought a receiver that had to get shipped back you should clarify you facts a bit, there is a big difference between selling a receiver and a flat, a flat is not a receiver until you bend it and I can sell flats to a 3 year old if you want too, once bent can only be sold to someone over 21 because there is nothing to stop you from building a pistol and that is why complete receivers have to go to someone over 21, and yes I am a 07 manufacturer and a FFL and as someone said we do screw up sometimes, but I am perfect HA HA, no we are all human and we all screw up sometimes but I run a business on gunbroker selling these exact parts all the time and full auto parts and have to keep a close eye on changing laws and even though I may miss a new law for a couple of months I try to stay on top of them, BUT WE ARE ALL HUMAN AND DO MAKE MISTAKES

I know you probably don't want to be a test case, but the law is so poorly written as to be unenforceable if you find an attorney who isn't an idiot.
"Solely and exclusively" means if you can find one semiauto with a safety sear then its not a prohibited machinegun part - I can think of several off the top of my head.

Me either, Trueno. Amazes me how these guys can drop in with 10 posts, act like they know everything, and completely disregard the posts of those that have been doing this for years and years.
And I'm not talking about myself. But I least have the sense to respect the knowledge of those that should know. Not saying you should have blind faith in whatever you read on the internet. But this one is so clear cut it's ridiculous.
