Why cant I attach files?

Hey there, Im kinda new here and i dunno how this really works because this is the first kinda site like this I ever joined. But Im trying to upload a JPG picture onto a thread but it tells me that I do not have permission to access this page.

I dunno if im doing it wrong but any suggestions?
