Was at a garage sale where they had some Chinese Ammo in 20 round boxes for sale.
Headstamp was a 31 above the primer, and a 92 below the primer
Is this steel core ammo?
If so what is this ammo worth per round?

You can't use a magnet to check if your ammo has steel core bullets!
All Chinese ammo uses bullets made with copper plated steel jackets, So using a magnet is useless because it will be sticking to the steel bullet jacket and not the steel core. The only way to tell if your ammo is steel core is to pull a bullet. Steel core bullets are over 1" long, have a boat tail, and have black sealer on them.

Factory 31 dated 1990 7.62x39 has the 1.040" long boat tail bullet jacket of the steel core bullet but is a lead core bullet (not steel core) and packaged in military packaging. Newer than 1990 factory 31 7.62x39 ammunition has the short 0.915" flat base lead core bullet packaged in commercial type boxes. Other Chinese ammo can have the 1.040" steel core bullets or the short flat base lead core bullets.

The only real way to tell is to pull a bullet, cut it in half, and examine it. Some 7.62x39 has a lead core but steel jacket with copper over it.
I've got lots of steel core... never have found a use for it, yet.

I believe all the steel core bullets were boat tailed and the lead core ones were flat based.

The Chinese make lead core and steel in boat tail. The flat base bullets are most likely lead core. The factory 31 ammo made in 1990 came in military packaging and had lead core bullets that used the same boat tail jackets as the steel core ammo. The newer factory 31 ammo that was imported is also lead core but has flat base bullets packed in commercial packaging.
