more likely copper jacket over steel jacket with lead core or copperplated steel jacket over lead core, importing steel core 7.62x39 is a no-no since it was chambered in a handgun caliber.
there was chinese 7.62x39 that was imported back in the early 1990s that was mild steel core, look for norinco in the yellow box. surplus mild steel core ammo is common with the 7.62x54R ammo used in mosin-nagant rifles.

It doesn't sound like AP in a military sense but it might be in the US legal sense. Military AP ammunition has a hardened steel core. Bulgarian makes ball ammunition with both a boat tail mild steel care and a flat base lead core bullet. The lead core bullet is shorter and allows the use of cheaper powder. The steel bullet is long and requires a special powder to reach rated velocity due to low powder capacity in the case. Pulling the bullet and seeing it's shape and measuring the bullet length would likely tell you.
