Hi, my first post here. Does anyone know, can I build an M92 krink pistol with the under folder welded closed, legally? Thanks!

Kind of a grey area.
Several years ago ATF had a tech letter saying attaching a welded shut stock to an HK SP89 pistol to replicate the "PDW" look was making an SBR. The basic gist was a stock didn't have to function as a stock, it just had to be attached to make it a rifle.
Fast forward to today and several commercial semi auto subgun lookalikes such as the Kp-44 and PPS43 are available as pistols with welded shut stocks. Apparently ATF has a new tech guy and he sees no problem with it. Who knows about the guy they have in another 5 years?
Before attempting to make one, I would definitely get your own personal letter from ATF saying it's OK. ATF has reversed themselves numerous times over the years. While a letter by itself is not a "get out of jail free" card, at least you would have something to show the Jury that proves you tried to obey the law and they said it was OK.

That's encouraging! After all it is attaching a buttstock, even if it is closed. I really wanted to make a sbr but I don't know if I should given the current political climate.

You don't want to do that anyways, after a while you'll get tired of gripping the stock instead of the handguard. It's less than comfy.
