Read the text of this bill. It establishes requirements for all gun owners to obtain a license from the Federal Government to the cost of $25, I'm not sure if it's a per gun fee or per person. What this does is involve the federal government into the process of obtaining a firearm. That enables the government to deny a license for whatever reason they may deem. Also it establishes a database of gun owners and the guns that they own.

I know some people`s opinions of gun orgs is pretty low. One of the few I think that are worth supporting is GOA. They are continually among the only ones who take on the fights that others let pass. They are also the 2nd largest in the nation. I`ve been corresponding through e-mails encouraging them to take a more offensive role. So far they seem receptive to ideas & genuine in their efforts. A flood of support for a call to offensive action I think would be more effective than waiting in the trenches for more attacks from the enemy. I really think it would better unify our efforts & send a warning that we`re ready for a fight.

Here is the first bill introduced by the Democrat controlled house that mandates licensing for all firearms owners...

You will have to carry a photo ID firearms license.
A training class is required to be licensed.
Disclosure of your storage method is required for license.
A thumb print is required for license.
Every sale recorded by the federal government.
If you move, and don't tell the Attorney General within 60 days, you are a criminal.
If a firearm is stolen and you don't report it, you are a criminal.
There will be no grandfathered firearms. If you do not obtain a license and report every firearm you currently own, you are a criminal.
There will be a license fee and a fee for the "services" provided at purchase time.
Licenses must be renewed every 5 years.

This is already in process. It's H.R. 45, Blair Holt's Firearm Licensing and Record of Sale Act of 2009.

Dear Representative:

I am writing to bring to your attention my concerns regarding H.R. 45, Blair Holt's Firearm Licensing and Record of Sale Act of 2009.
H.R. 45 would require a license for handguns and semiautomatics, including those currently possessed.

Representative, all firearms purchases from federally licensed dealers (FFLs) currently require a background check and completion of Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) form 4437. In addition, all handgun purchases require a handgun permit issued by a citizen's Chief Law Enforcement Officer (CLEO). This in itself requires a waiting period and a thorough background check. These background checks include mental health background checks through the National Instant Criminal Background Check System (NICS). The current system is appropriate and necessary, and no further licensing is required, particularly for older firearms, such as the .22 squirrel rifle I inherited from my deceased great-uncle when I was a child.

H.R. 45 requires the applicant to be thumbprinted and sign a certification that, effectively, the firearm will not be kept in a place where it would be available for the defense of the gun owner's family.

Fingerprinting is unnecessary, because BATFE will already have a record of a citizen's personal information due to the background check and form 4437. In addition, the Second Amendment gives "the people" of America the right to keep and bear arms, and the Government should not prohibit law-abiding citizens from being able to use firearms in their own homes to defend themselves and their families.


The applicant must also make available ALL of his psychiatric records, pass an exam, and pay a fee of up to $25.

Many United States citizens are, or have been, under medical treatment for various psychiatric conditions, such as depression or anxiety. This does not mean they are unfit to safely and legally possess a firearm. Both the CLEO handgun permit application and BATFE form 4437 specifically check for whether an applicant has ever been adjudicated mentally defective or been committed to a mental institution. All involuntary mental institution commitments (in which a person is medically determined to be a danger to himself or to others) result in a person being listed with NICS, and thus those individuals automatically fail the current background checks and cannot purchase firearms . This is as it should be, and the current system is already adequate to prevent these people from purchasing firearms. No further disclosure of confidential, psychiatric records is necessary.

The license may be renewed after five years and may be revoked.

Once a person has passed the necessary background checks, why should their right to keep their firearms be jeopardized, and why should they have to pay additional money to maintain those firearms? This amounts to an unfair, additional tax, and citizens already pay sales tax on firearms when they purchase them.

Private sales would be outlawed, and reports to the attorney general of all transactions would be required, even when, as the bill allows, the AG determines that a state licensing system is sufficiently draconian to substitute for the federal license. With virtually no exceptions, ALL firearms transactions (involving semi-autos, handguns, long guns, etc.) would be subject to a Brady check.

Firearms sales are, again, already subject to a thorough and appropriate background check.

In addition, the bill would make it unlawful in nearly all cases to keep any loaded firearm for self-defense.

Again, this directly conflicts with the Second Amendment, which states that the rights of the people to keep and bear arms "shall not be infringed."

A variety of "crimes by omission" (such as failure to report certain things) would be created. Criminal penalties of up to ten years and almost unlimited regulatory and inspection authority would be established.

This Bill would effectively treat law-abiding citizens like criminals. Criminals are the ones upon whom the full regulatory force of the United States Government should fall, not law-abiding citizens.

Representative, it is important to me to inform you of my feelings regarding H.R. 45. I ask for your kind attention and consideration in this matter. As an active member of my church and community, and as a member of the National Rifle Association, I am counting upon you to stand up for the rights of decent, law-abiding citizens.

As a gun owner you will have to be finger printed, you will be required to provide your DL#, SS#, you must maintain a valid address at all times, submit to mental and physical health records being put on file, you will also be required to file any address changes and any ownership changes even if a private sale. Each update will cost $25 and if you fail to comply you will lose your right to own firearms. This bill and its language mirror almost completely one defeated last year in the House of Representatives by soon to be Chief of Staff Rahm Emanuel. Will we the citizenry be as lucky this time?

Those of you who regularly peruse the GOA website know that there are dozens of anti-gun abominations which are introduced as legislation in the Senate and House each Congress. These include, particularly, national gun licensing and broad gun bans.


GOA provides a summary of these bills for the benefit of our members and friends. But we do not focus on most of these bills because they are so extreme that they have no chance of passage. They are cynically introduced so that the Brady Campaign can raise money by threatening anti-gun measures it could never pass.


But the first anti-gun bill of the 111th Congress -– Chicago Congressman Bobby Rush’s H.R. 45 –- has caught the attention of many in the Second Amendment community as something we need to be worried about.


This is because of the extremity of the bill:


* H.R. 45 would require a federal license for all handguns and semiautomatics, including those you currently possess; and


* It would require handgun and semi-auto owners to be thumbprinted at the police station and to sign a certificate that, effectively, the firearm will not be kept in a place where it would be available for the defense of the gun owner’s family.


Pretty scary, huh? But, while this despotic nuttiness makes you wonder why a congressman from the Murder Capital of the Midwest would think that it would help to make the residents of New Hampshire, Alaska, and Wyoming comply with his blood-soaked city’s anti-gun laws, there have been other bills which are just as unconstitutional.


Rather, what makes H.R. 45 troubling is its sponsor and its timing.


Its sponsor is Congressman Bobby Rush –- a scion of the same super-corrupt Chicago political machine that produced disgraced Governor Rod Blagojevich and President Barack Obama.


And as for its timing, it was introduced during the confirmation of Attorney General nominee Eric Holder -- the man who tried exploit the Columbine tragedy in order to pass gun licensing as Deputy Attorney General in the Clinton administration.


And make no mistake about it: Licensing is only a way-station to discouraging, arresting, or humiliating gun owners and outlawing guns. Under H.R. 45, for example, the applicant must also make available ALL of his psychiatric records, pass an exam, and pay a fee.


So... are you a veteran who has ever consulted a psychologist or psychiatrist? Guess what? The FBI would soon be examining every confidential statement you have ever made during those consultations.

Then you should know that, with virtually no exceptions, ALL firearms transactions (including person-to-person private sales of long guns, hunting rifles, shotguns, etc.) would be subject to the same paperwork hassles that are required when buying from a dealer.


In addition, the bill would make it unlawful in virtually all cases to keep any loaded firearm for self-defense. A variety of “crimes by omission” (such as failure to report certain things to the government) would be created.


Criminal penalties of up to ten years and virtually unlimited regulatory and inspection authority would be established.


Combined with the Ammunition Accountability effort to outlaw ammunition in numerous states, this two-pronged attack would soon make gun ownership a thing of the past.


Barack Obama was fond of saying during the campaign that he supported the Second Amendment. And we read of gun buyers who are flocking -– while it is still legal -– to purchase firearms, but who concede that they believed Obama’s assurances and voted for him.


But we may soon see a more horrific, nastier side of Barack Obama... and a capacity to go after his political enemies. And we have to assume that he will view gun owners as just about the most important of those enemies.
