Is there any data out there that will tell me how many clicks (1/4 MOA) I need to adjust my elevation to shoot at different distances?
The ammo I have is mil surplus 148 grain Hungarian silver tip. My Mosins are of this type: http://7.62x54r.net/MosinID/MosinM91D.htm 1925 and 1928 with this marking: http://7.62x54r.net/MosinID/0115.jpg
I know one way to figure it out is to have a spotter tell me how low I'm shooting. Is that how I need to go about this, trial and error? Or can I calculate it with some data online somewhere.

Are you shooting a scoped rifle? Please excuse my question, but the Mosin-Nagant you showed doesn't have a 1/4MOA adjustment that I know of. It just has a ramp sight pre-marked for range. Why not just use a printed target? It will show you exactly how far you need to adjust.

You need a set of 'Ballistic Tables' which do exist online.
I quickly found one here:-

But it don't have anything specific for the 7.62x54R so I just took .308Win as an example.
Hornady's reloading manual use to be in two volumes, the Second Vol. being tables and charts which featured a set of tables for the 54R using their bullets.
It would be good to know, well essential to know the velocity in fps of the ammo you are shooting. Once you have this info then the ballistics chart using a similar weight and design of bullet should help get you on the paper without having to use excess ammo.
You can also buy/download computer based tables (Sierra's Infinity Suite springs to mind) enabling you to create custom tables for the load you are using, especially helpful to reloaders, possibly not as handy for factory or surplus ammo shooters.
Of course, the latter option of just shooting alot of ammo is certainly the more fun way of doing it and is certainly my preffered method.
